The best ATS for a small recruitment agency is the one that supports its actual desk at a cost and commitment it can sustain. Manatal merits an early look for a tight budget, while Zoho Recruit, Crelate, Recruiterflow, Bullhorn, Loxo and Crumblelead suit different operational priorities.

There is no useful universal winner here. A two-person perm agency handling a handful of live roles has different requirements from a ten-person firm with client portals and established integrations. Start with those differences, then compare the relevant plans.

The seven platforms below are organised by fit, not a paid ranking or a claim that we tested every possible configuration. Prices and capabilities were checked against vendor material on 24 September 2026. Your trial should establish how each product performs with your data.

Manatal for an agency watching every subscription dollar

Manatal's Professional plan has the lowest paid entry price in this shortlist. For five users on annual billing, the subscription arithmetic is $900 over 12 months. That makes it a sensible first trial if price is a major constraint and the plan's capacity covers your work.

The important limit is per account: 15 jobs does not become 75 because you buy five seats. Check your normal and busiest periods, along with database size. A cheap starting plan is less useful if your agency will immediately need the next one.

Manatal also documents MCP support, but its connection guide requires Enterprise Plus. Do not buy the Professional plan assuming every capability mentioned elsewhere on the site is included. Manatal is the better budget choice when the lower tier genuinely does what you need.

Zoho Recruit for structured agency work at a modest entry price

Use the Staffing Agency edition when comparing Zoho Recruit for an agency. Standard is $25 per recruiter per month annually or $30 monthly, and its published comparison allows 100 active jobs. The Corporate HR edition has a different comparison and should not be substituted because the name looks similar.

The plan table puts semantic search and two-way email sync on higher paid tiers. If either is central to your working day, price the relevant tier before treating Standard as your expected bill. The entry figure is a useful invitation to investigate, not the entire answer.

Zoho is worth prioritising when its available integrations and structured workflows match how you already operate. During the trial, follow one candidate across the client and job records so the evaluation covers the agency relationship, not merely an application form.

Crelate when client collaboration matters

Crelate offers an $85 Essentials plan paid annually, limited to two users and 20,000 contacts. That is a specific small-team entry point. A five-person agency should begin its costing with Business at $119 per user per month, offered with annual or monthly billing.

Business lists client and team portals, reporting and email connections. Those capabilities can make Crelate the stronger choice when a client-facing workflow is part of how you deliver a search. Ask clients or colleagues to try the relevant interaction rather than judging the portal from screenshots.

The trade-off is a higher initial subscription than the budget options. Establish which portal functions and service scope you need, and get the corresponding configuration in writing. Do not compare Crelate's fuller package with a rival's entry seat without acknowledging the difference.

Recruiterflow for teams that want repeatable automation

Recruiterflow Platform includes recruitment and sales automation alongside its ATS and CRM. Its live pricing controls showed $119 per user per month annually and $149 monthly. The AIRA plan is custom-priced, so ask which demonstrations use Platform and which use AIRA.

This can be the better choice when the team already knows which repeatable processes it wants to automate. Bring those processes to the demo, including exceptions. An automation is only helpful if someone can explain what triggers it and what should happen when a record is incomplete.

The subscription is a bigger commitment than the lower-priced options here. Compare it with the work and tools it would actually replace. Avoid counting theoretical time savings from functions your consultants will not use.

Bullhorn when platform continuity outweighs a lower seat price

Bullhorn now publishes Starter at $99 per user per month and Core at $165. Pro and Max are quote-based. Its small-agency page advertises free implementation for Starter, Core and Pro, so a comparison should not automatically add a setup fee to those plans.

Core adds marketplace access; Pro adds the recruitment sales CRM and AI productivity capabilities. Ask which tier supports your required workflow. The cheapest Bullhorn plan and the fullest demonstration may be describing different purchases.

Bullhorn may be the better long-term choice if its connected ecosystem is already important to your agency or your staffing requirements extend beyond a straightforward perm desk. Smaller firms should still test everyday usability and obtain the term, seat-reduction rules and complete cost in writing.

Loxo for a connected AI workflow

Loxo Core starts at $149 per user per month, billed annually upfront. The checked page describes a limited-time new-customer offer. Core includes natural-language AI search, unlimited jobs and candidates, and MCP connectivity.

Those capabilities make Loxo worth a serious trial if your team wants to work with its recruiting records through external AI tools. Its Professional plan offers broader AI capabilities with monthly credits. Ask for a demonstration of the specific work you need and its consumption, rather than buying on the word AI alone.

The annual commitment and offer conditions deserve attention. So does exit planning: Loxo's standard people and company CSV export excludes CVs and activity history. Agree a complete migration or retrieval route when those records matter to you.

Crumblelead for a perm-focused 360 desk

Our single plan is $30 per user per month; annual billing saves $60 per user per year. Candidates, clients, contacts, jobs and placements are linked, and placements track fees, invoicing status and fall-offs. You can test the full desk for 14 days without a card.

AI matching scores candidates against the specification and briefing, with evidence for each fit and concern. CV parsing, semantic search and Crumble AI support the desk; recruiters remain responsible for the conversations and decisions. A built-in MCP server provides more than 30 tools for working with the workspace in natural language.

We would not recommend us to a large temp or contract staffing firm requiring timesheets, payroll or VMS integrations. We also do not have SOC 2 yet. If independent assurance is a mandatory procurement condition, establish that early rather than discovering it after a successful demo.

Take the same small test dataset into each trial and use the same job brief. Include a candidate who looks promising but lacks one important requirement. You want to see the concern, not simply a persuasive score.

Ask one consultant to complete a normal workflow without the salesperson driving. Then have the owner check a placement and the resulting report. Software can look excellent in a single-user demonstration while still being awkward for the person responsible for the whole business.

Before deciding, confirm the practical details in one checklist.
