Small recruitment agencies considering Bullhorn alternatives should compare Manatal, Zoho Recruit, Crelate, Recruiterflow, Loxo and Crumblelead against the Bullhorn plan they actually need. Switching makes sense when the replacement improves your working day or total cost enough to justify migration; staying is sensible when Bullhorn's capabilities remain important to the business.
Looking elsewhere does not require deciding your current ATS is bad. Your team may have changed size, your desk may now be mainly perm, or your requirements may simply be clearer than when you signed. The useful question is what you need next.
Start by documenting the current workflow. Include the integrations, reports and unusual processes that work well. They are easy to forget during an attractive demonstration and expensive to rediscover after a move.
What does Bullhorn actually cost now?
Checked in September 2026, Bullhorn publishes Starter at $99 per user per month and Core at $165. Pro and Max require quotes. Starter, Core and Pro advertise free implementation on the small-agency pricing page, so it would be unfair to assign them a standard setup fee without a specific quote.
Core adds marketplace access, while Pro adds the recruitment sales CRM and AI productivity capabilities. That distinction matters: an alternative may compete with Starter on price but with Pro on part of the workflow. Name the comparison rather than treating every Bullhorn edition as one product.
The published monthly unit price does not settle your contract term or seat-reduction policy. Read your own agreement and ask for a current proposal. Existing customers' contracts and a new-customer web page are not interchangeable.
Six alternatives and the trade-offs

Manatal if the cost of the core desk is the main issue
Manatal deserves an early look when the agency's needs fit its Professional limits. A two-person team would pay $360 across a year at the $15 annual rate. That calculation is a subscription comparison, not a claim that the lowest tier reproduces every Bullhorn workflow.
Test the functions you use every day and count your normal live jobs. The Professional cap is 15 jobs across the account. If your team needs more capacity or a higher-tier feature, compare that plan's actual price instead.
Manatal can be the better choice for a small firm whose requirements fit the lower-priced tier. Bullhorn may still be preferable when an established integration or wider staffing process would otherwise need replacing.
Zoho Recruit if you want another structured agency platform
Zoho Recruit's Staffing Agency edition starts at $25 per recruiter per month annually or $30 monthly on Standard. Its 100-active-job allowance is useful to investigate for a firm whose workload exceeds very small entry-plan limits.
The trade-off is deciding which edition and tier actually cover the desk. The published agency comparison puts semantic search and two-way email sync on higher paid tiers. Do not assume the headline rate covers those requirements.
Zoho may be the better alternative if its available workflows and integrations fit how you operate. Bring a candidate, client and job through the trial together. An agency needs the relationships between those records as much as it needs the records themselves.
Crelate if client collaboration is part of your delivery
Crelate Essentials starts at $85 per user per month annually, but is restricted to two users. A larger small agency should investigate Business at $119 per user per month, which is offered on annual or monthly billing.
Business lists client and team portals, reporting and email connections. A firm that regularly collaborates with clients inside its process may find that a stronger fit than choosing purely on the cheapest seat. Test a client-facing interaction before putting a value on it.
Crelate's lower advertised tier is not the relevant quote for five recruiters. Ask for the complete configuration and services you need. The point of changing systems is to improve the business, not to win a comparison using a plan you cannot buy for your team.
Recruiterflow if repeatable processes need more attention
Recruiterflow Platform includes recruitment and sales automation, at $119 per user per month annually or $149 monthly. AIRA is separately custom-priced. Confirm which plan powers each part of the demonstration.
This is a credible alternative when you can name the repetitive processes you want to standardise. Ask how the workflow behaves when information is missing, a candidate changes direction or a consultant needs to intervene. The exceptions are part of recruitment too.
Its price may not be lower than Bullhorn Starter, and that is not necessarily a problem. Compare the appropriate functions and total cost. If the existing Bullhorn setup already handles your process well, migration may offer less benefit than improving its configuration.
Loxo if external AI access is a priority
Loxo Core starts at $149 per user per month with annual payment upfront, advertised as a limited-time new-customer offer. It includes natural-language AI search and MCP connectivity. That makes it worth investigating when using recruiting data through an external AI assistant is a practical requirement.
Check what your team can do through MCP and what remains in the ATS. Also inspect the exit route. Loxo's ordinary people and company CSV export omits CVs and activity history, so ask how a complete retrieval would work.
Loxo may be the stronger choice when its AI workflow fits the desk. The annual commitment deserves a considered trial and a written renewal answer, particularly when the entry price is presented as an offer.
Crumblelead if your agency mainly runs perm desks
Our plan costs $30 per user per month, with a $60 annual saving per user when billed annually. The 360 desk links candidates, clients, contacts, jobs and placements. AI matching provides evidence for fit and concerns, and semantic search works with plain-language requests.
The financial case is straightforward to calculate, but the workflow still needs testing. Check a real shortlist, a branded CV export and a placement report during the 14-day trial. The full desk is included and no card is required.
We are not the alternative to choose for large temp or contract operations needing timesheets, payroll or VMS integrations. Nor should an agency with a mandatory SOC 2 requirement assume we have it: we do not yet.
When staying with Bullhorn is the right call
Stay when an important process works, the contract is acceptable and the alternatives would create more disruption than benefit. Marketplace dependencies, wider staffing operations and the team's established knowledge can all have real value.
Ask whether the problem is the platform, the chosen tier or the way the agency uses it. Cleaning up stages, agreeing consistent reporting definitions or training a new consultant may solve a problem without moving the database. A subscription saving alone is not proof that a switch pays back.
Before leaving, establish the export scope. Bullhorn documents separate routes for record CSVs, CVs and individual communications; the communication export described in its help centre excludes outbound messages. Confirm the complete migration package instead of assuming one download contains everything.
